Why is there a weight on my transfer case?

Question Why is there a weight on my transfer case?

when i was installing my new t-case skid plate (3rd gen 4WD 4Runner) i noticed what i thought at first was a hanger for the exhaust, but when i looked at it closer it looks like a weight that hangs from a small frame that is bolted to the side of the transfer case. just wondering what this does?

I believe it is a vibration dampner.
