why does?

The dimmer is on the negative side of the wiring. So you must connect both the positive and negative leads of the light to both leads of the dimmer wiring. If you only connect one and the other to a normal ground you will have the problem you described.

actually i didnt really fix it, i just wired it into a light that comes on when i turn on the headlights so its always fully lit, and no you cant wire both leads into the ones on the dimmer switch, thats how i got this problem in the first place.

I'll try something new next time I get time. I don't like how it reverses, but I still would like to be able to dim it. Maybe I'll try to get it on it's own dimmer so I can work the dash and gauge separate. Get a flat dial and drill it out so it fits behind the stock dimmer. Kind of like what some older auto radios have.
Think it's possible?

Both wires must be connected to the dimmer. If it is not working correctly, then you have it connected to the wrong two wires on the dimmer.
The light must gets its power from the dimmer and then ground through the dimmer to work right.
