When it's cold I get this....what could it be?
In the morning when it's cold my rig has a whining sound from under the hood. It's tends to increase when I turn the wheel. Any ideas, is this common with a rig with 98,000 miles. When it warms up it disappears.

That's exactly what happened on my '91 4Runner, I would get the exact same sound (not when the weather is cold, it happened to me during the middle of the summer, it usually happened when I first started the truck that day) I would also get it when I was backing out of my driveway.
The first thing I would check (as a couple of other people said) would be your Power Steering Fluid (top it off it's at all low), and keep an eye on it for a few days and if you see the level starting to go down, then more than likely your power steering gearbox is leaking (that's what happened to me). I took it down to the shop where I go when I can't fix something myself, and a few hundred dollars later no more leak, and no more whining sound when I start up. So if it's eating/leaking power steering fluid have it checked out and tell them what's happening and tell them that you think it has something to do with the power steering (because i'm 98% sure that it's the same thing that happened to me. But hopefully you're just low on PS Fluid so you don't have to get a new Power Steering gearbox)

That's what I was guessing. Due to it changing when turning the wheel. It's a 2nd Gen, sorry I didn't mention it. Hopefully it's not leaking. I found a power steering box for sale a few weeks back really cheap. When I saw it, I thought I should go ahead a get it just in case, but for some reason I didn't. Oh well, thanks again guys.
