I would vote FALSE!
20 hp for $3, sounds too good to be true, and as with everything else it probably is. Check the buyer comments, there are quite a few unhappy customers, and his reply comments are not professional in the least.

I have bought and sold many items on ebay. All of my customer feedback has been and is positive. I read every one of this guy's feedbacks and judging by the responses I would AVOID this turd at all costs! He NEVER sympathises with his customers. He berates them, belittles them, and just plain comes off as a lousy seller.
