Transmission cable replacement

Transmission cable replacement
1998 4runner 3.4 SR5 Automatic. The cable that goes from the throttle body to transmission I have read the FSM for proper adjustment. I attempted to adjust as per the FSM but when I adjust it the cable keeps the throttle body from opening fully as if there is something the transmission keep it from moving fully. The cable operates smoothly. When I disconnect the cable, the throttle body opens fully. Any Help or suggestions?
