On the website the part numbers for a 96-98 4runner and a 99-02 4runner are different. What is the difference, is it just the mounting brackets or can a bumper ordered for 99-02 even work on a 98?

Well, the brackets are different; being that the 99+ have the fatlip bumper. So...

The earlier 4runner frame above. (shown is a 97..sorry for the crap pic) The bracket is not TJM, it is Shrockworks.





This is the newer style...the bracket is way larger, it hangs below the frame about 1.5" killing some approach.

I think if you have the earlier version you will not get all the mounting points needed for the bumper. You'll still catch the side (off the body mount) but nothing for the front and something will need to be done for actual use.
