I have a 1990 4runner and the tailgate won't open.

i removed the interior panel and i can get it open manually no problem.

however, when i use the handle it moves the lever arm to engage the latch cable, but the cable doesn't move and the latch doesn't open.

does anyone know how this is supposed to work and what needs to be fixed? here is a photo of the level arm trying to engage the latch cable, but it doesn't move.
