It's ok... but it depends on what you want to do with it. It's definitely a light duty rack. If all you want to do is put some lights on it and carry around muddy camping gear, you're probably fine. If you want to put anything up there with any real size/weight, go with something a bit beefier.
As it is, for a light duty safari basket, I like mine.

You're telling me, I was driving 85mph down the interstate to AL last week and that was downright scary all that wind
Especially getting behind the bigrig trucks my vehicle wanted to steer itself back and forth sideways. I think you can adapt a Thule roof deflector though?

It's more than light duty! I used to load the crap out of mine. Moved all my college stuff from Detroit to St. Louis every summer for 3 years. Did it form STL to VA one year. Probably had 200lbs just in books up there plus 3-30 gallon tubs full of all my computer, speakers, amps, etc. When I sold it to Demello I went 26 hours from STL to PHX with 4 BFG MTs up there.

That rack is now in my sideyard awaiting some custom mounts to mount it about 1/4" off the roof... it'll also get 2 hella 500's up front and two hella tractor lights to help with the reverse lights.
Hopefully i'll get some pictures of it up there someday. But Since i am going to have a family of 4 + 2 100lb dogs, that rack is going to be my new trunk. Especially on those long roadtrips to my wife's parents house in Northern Wa state...

Anyone made a wind fairing? I haven't gone out and done any thinking about it yet, the biggest obstacle to me would be mounting it. I figure just get some plexiglass or something, paint it, and hold the top to the rack with u-bolts, but I'm not sure about the bottom. Ideas / experiences? Maybe throw a yotatech sticker on it to make it not so plain.

I used a Yakima fairing that I had before I got the Surco rack. The Yakima fairing has 4 clamps that hold it on, but the outer ones don't line up with the panels on the front of the Surco basket. I just drilled new holes in the fairing so that I could move the clamps over a little bit and it works just fine. I never really had the Surco rack without the fairing so I don't know how loud it is by itself, but with the fairing I don't hear it at all. I think it is a great rack overall, especially for the price!!

Maybe I need to move my rack back a little. If I put any kind of worthwhile angle on the fairing, the bottom will be over my sunroof. I guess if I don't paint it might be okay.
And about the light duty, mine was originally my roommates. He kept a 32 inch mud terrain and a big jack in it on his grand cherokee. He flipped the jeep off a 13ft drop into a ditch. The rack flew off, the tire was found yards away, and the jack was lost. We brought the rack home and threw it on my truck. A small bend, but otherwise okay considering.
