Strange Cold Shift on A/T

Every time my 4Runner is *cold* (several hours without running), when I start off it shifts into 2nd gear fine, but then the A/T hangs out in 2nd for a while (up to about 2500 to 3000 rpm) before it shifts into 3rd. It only happens once, and the next time I come to a stop and then start again, it shifts regularly.

I was wondering whether anyone else had experienced/noticed it. Maybe it's a part of a cold start routine that the engine management does?

The 2-3 shift point is higher until the tranny warms up. Its normal.
