steering rack replaced but same issue remains '00 tacoma

my steerin went out so i put in a new steering rack now its doing the same thing with the new rack in any suggestions

can you please describe a little more into depth of "steering went out" What's it doing or not doing?

it seemed like i had no power steering then i jacked it up and it was binding so i changed the racks and now it still drives like i have no power steering

It could be the power steering pump or it is getting air in the system. Did you bleed the system properly after intsalling the new rack? If it is binding, then it could be the tie rod ends or the ball joints.
