Angry Reving too high??

Need some opinions/advice for my 98 4Runner Limited
When I start up from cold , the engine revs really high and stays high (1500+rpms) for a long long time before droping down.
It has done this every since dealer changed timing belt at 200,000kms 6months ago. Now on really cold mornings when I start it makes a new sound like a whinning for a few seconds then stops and continues it normal high revs .
This this sound normal or should I be looking at something?
Advice is greatly appreciated.
Sam

I'm trying to imagine how changing the timing belt could possibly effect the RPM's on startup and drawing a blank........... that said, I would have taken it right back to them.

Check your coolant level. Cold engine.

Did they change your waterpump and thermostat when they did the t-belt?

mine seems to do the same on cold mornings, but normally drops off after about a minute i'd guess...could it be a possible sensor? those darn things are the root of all evil on my ride

FWIW, my truck does the same thing.
Takes a good 5 mins or so for it to kickdown to 700rpms.

My 98 sr5 is real late on the shifting when its cold. Always a little high idle till its up to temp.

Mine does the same thing. I think its programed to do run at 1500 rpm when really cold and shift a little higher until it is warmed up and the computer can go into closed loop mode. I wouldn't worry about the cold start thing...as far as the whining sound goes its hard to help ya without actually hearing what is going on.

When it's -30 or -40 outside, my truck likes to idle at around 2700 RPM until it's warm. Idling at around 1500 RPM is completely normal until it's warm.

Since so many people are reporting this high idle at start up, I assume it's to help get it into close loop as fast as possible. I'll check the start up rpm on mine next time.

I always assumed it was to heat er up faster when its cold outside (nice for us inside the cab too!)

The late shifting thing is a little strange, I don't like it, always makes me think "ohhh e there's something wrong with the transmission"

Yeah high idle when they're cold is what it's supposed to do. My '93, when it was -50F, would idle as high as 2500 rpm for a few minutes, drop to around 1800 then after a good 15-18 minutes, around 900.
The shifting thing has to do with the temperature of the ATF I'm sure. You should probably let it warm up a little more.
