My 87 Runner has some rusted out rear quarter panels (fenders) what would you recommend for flares ... or just fix them?

Mark Raul has Bushwacker Extend a fender flares on his.

Same as the ones on my '91, only the 1st gens are shaped different.
Very high quality.

I would try to get rid of the rust first, then cover them up with the flares.
1. Get rid of rust.
2. Paint with some paint that prevents rust from coming back.
3. Install the flares.
