Re-wiring E-lcoker

So, I have been messing around with the rear locker on my 1998 4runner limited and have found out that it does need to be in 4x4 low in order to engage the rear locker. (I think) I am pretty sure that is the case.

Anyways I want that locker in 4x4 high because I don't always want to be at 4,000 RPM's when going through mud or over rocks.

Is there any way to re-wire the locker for this? Has it already been posted and am I this stupid?
