new taco w/blower need advice

I just picked up a new (to me) 2002 tacoma with a 2nd gen TURD blower on it. I've got a couple Q's

1.) It has a the trd boost gauge on it, but while not in boost, the gauge reads negative. At idle it reads -20. With the engine off, it reads 0. During WOT it reads 7. The question is, should it read that far negative while not boosting?

2.) I'm going to order a URD fuel kit, should I get a fuel mixture meter before I do, or just get both, or just get the fuel kit? It runs pretty good with no fuel mods. No pinging or power drops at redline. Seems to run great for no fuel mods, but I still want to throw it on there.

3.) What kind of tools will I need to dial in the fuel map? Just a laptop, or do I need the fuel mixture meter?

1) at idle, you are reading vacuum, so that is normal

if the needle jumps around you have a leak somewhere

2 and 3 I dunno

your going to need a wideband air/fuel meter. i would look into getting a lm-1 wideband or the wideband that comes with the URd fuel kit. then go ahead and tune yourself or if you don't have much exprience then i would try and find a local tuner. Your boost gauge sounds fine to me man. a normal engine is in vacuum without any type of forced induction.
