As far as the RPM's not increasing as much as you're used to, it's because it's not downshifting into 3rd, but only into 3.5th which is 4th gear with the torque converter unlocked. If the tranny doesn't see the need to go into 3rd, it won't, and with the S/C there probably isn't a need.

I wouldn't suggest staying in 3.5th long though, unless you have aux tranny cooling, because the TC creates a lot of heat in a highway unlock going up a hill situation.
