Yes, a tip can change the tone of the exhaust. It depends on the size and shape of the exit of the tip and how much of a resonanting cavity it presents to the end of the tailpipe (basically how large it is).

There are tips that are designed to change the exhaust note, these are generally referred to as "resonators".
