How do you lower the spare tire after a body lift?

My mistake. I thought it was a second gen runner. I don't know if the bumper is mounted to the frame or body. Seems like quite a waste to bolt a bumper to the body. Bumpers are supposed to be mounted to the frame.

So can you take it to a welder and have him cut the assembly and move it up? Seems like since it is a cable all you need to move is the box that the rod slides into.
