headlight problems

My Toyota dealership told me that my headlight problem is going to cost me an arm and a leg. I have a 2001 Tacoma 4x4 TRD. It all started with my headlights not working on low and high beam. Tail lights work and the only way to get headlights to work is to pull back the flashers. They originally told me I needed to replace a combo switch. They put it in and didn't it work. After checking the wires and connectors, they came to the conclusion that it was my Body Ecu. I have the headlight auto shut-off option. Could this be the only reason my headlights go through the ECU? If so, could I bypass the ECU and wire directly to my lever switch or install a rocker switch to my bulbs. Thanks for any info . I DO NOT want to pay $1,700.00 for the part.
