Fan Running Constantly

I have a 99 4 runner sr5. Last week I noticed that their is a fan running constantly in the interior of the vehicle. It sounds as if it is coming from under the passenger side dash. It runs even when the air is totally off. I have also noticed a slight decrease in MPG while this has occurred. Anyone know what this might be? Not sure what else to say about this, but ask any questions that may clarify the issue for you if you think you may be able to help.

do you have rear air? the fan for that is under the passengers seat

yes I do have rear air...actually it only pumps heat back there, but yes there is a vent back there.

rear air, yes that is what it was. I feel like a dolt that I did not check that first. Thanks.

Now, has anyone ever had a problem where the rear air only comes out hot? When I have had people try to use the rear air feature this Summer they say that it only comes out hot when up front it is coming out pretty cold.

its a rear HEATER, not rear a/c. it will only ever shoot out hot air.

it's a rear HEATER, not rear air.

make sure the fan is off and the slide is all the way to the cool side...
