Depends just how you define simple .
Is there more of a story to this ??
How did this start ?
Anything new added to the mix?? Wiring or new goodies added ??
Just a guess but it seems the polarity of the antenna is reversed .
Since most auto antennas use a relay to control them you have some trouble shooting in your future .
Since every auto antenna to ever be in my reach never worked I never spent time trouble shooting them

Does it make any noises, if so, Perhaps the little teeth on the plastic whip that pulls and pushes the antenna up and down is stripped, they are still available at Toyota when I changed mine 4 years ago, very easy fix if that is the case.

It goes up and down just fine, but opposite of when it should-----turn the radio on it goes down; turn the truck off it goes up The plug cant be plugged in wrong it won't I do hear a click from behind the driver side dash, I need to investigate that further, but have to go to work now, Thanks, Doug

It wasn't going up, so I removed it from the fender well, opened it up, teeth were OK, greased the gears, put it back together, straightened the mast a little (my wife had a bird strike) it went up and down fine, as it still does, just opposite of when it should. I had just replaced both heads and all of the timing components, and installed a header system w/LCE EGR delete, so it hadn't run in a couple weeks, runs great now, but I would like to get this fixed. I've browsed this site as a guest for years, and gotten great info, I was really hoping for a simple way to re set it, like the ECM---- thanks again, Doug

Wonder if the issue started sometime after the bird strike...
I'm just guessing, but could something internal with the antenna motor be knocked out of position to switch functions? Dont think work on the front engine is suspect unless the wiring with the antenna was inadvertently altered in some way.

Some How the Polarity of the Motor has been reversed it might be in the motor it might be in the relay .
The direction changes are all in the relay . Possible you put something together wrong in the gears doubtful because that should be pretty straight forward
Simple DC motor change polarity to change direction .
Any electrical mishaps or wiring changes .
I would love to have this in front of me this is a interesting challenge .

before you disassembled the antenna motor was it in the up position or half way, and when you reassembled it was it in the down position by applying power or did you force it down without the old whip in place, you need to keep it in phase, I would remove the whip, power down position and install whip in down position, while motor thinks it is down, antenna is down, and install whip in the down position.

On 3rd gen 4Runners the antenna motor housing where the magnets are can be installed backwards....if also true for your second gen as I suspect it is and you pulled the motor housing when you took the antenna apart you may have done this. Wouldn't be the first time someone has.

I did pull the motor apart and check the brushes, and grease the worm gear, suppose I could have put the housing back wrong. Won't have a day off to open it up again until Mon or Tues.
I'll let you know how I end up fixing it,
Thanks again, Doug

OK here's what transpired; I thought about the possibility of having reversed the leads to the motor, so, I powered the mast down, opened the fender well, upon close inspection, I had flipped the motor housing so flipped it back. At this point, the radio is on, the antenna is down. I then unplugged the motor, and turned the radio off, I could hear the relay click. now the radio is off, antenna is down, plugged the motor back in, turned on the radio, antenna goes up, off down--fixed.
It's pretty funny how these little things bother me more than the big things, thanks for the input guys this site has helped me out numerous times, I used to have 2 Toyotas, down to one now.
