Overbore a carb?
Theoretically yes, however it would depend on the jet outlets, their location etc.
Carbs are quite compex devices whilst looking quite simple. It is very easy to ruin one by not recognising that the jets are designed to give a spray pattern that if it is upset then the whole characteristics of the carb will change, you may run too rich, too lean, the mixture may not be sucked in correctly, and more seriously you may end up with serious blowback.
You are better off getting a bigger carb and fitting it and if needbe getting a custom manifold.
In actual fact a more usefull solution is to get a custom manifold to fit multiple carbs. If it is for a 4 Cylinder then 2 carbs works well as the intake lengths can be more closely matched allowing more even intake characteristics.
You may find that a twin carb setup from an earlier Toyota Celica would be a fairly easy swap. I used to have a 1981 Celica running twin Stromberg carbs which worked very well.

You need to go down the scrap yard and find a dual carb Celica and whip the carbs and the manifold off. You could then check the fitment and get a manifold made up if it doesn't fit.
Rebuilding Stromberg or SU carbs is an absolute doddle, new diaphragms jets and needles don't run to much.
Main thing would then be setting them up on the car, balancing them and making sure that you get the throttle cable working OK.
If a Celica isn't available you will probably find quite a few 1970s/1980s Toyotas will have a similar setup.
One thing about those carbs is that they are very strong. Even when they need a rebuild you can generally get the engine to run with the swift application of a heavy object to the side to unstick the needles. They also respond quite well when the engine is tuned because of the variable needle positioning and that fact that you can modify the diaphram to get more resistance when you have a engine that breathes well and sucks to hard on them causing the mixture to go too rich.
