Brake Problem

Having some trouble with the brakes on my '94 4Runner. When I push the pedal it seems to go very low, as if there is no pressure, and then it suddenly kics back up as the pressure builds. I have had it to the dealer and they cannot find anything wrong with the caliper, cylinders or master. There are times when it feels like the truck isn't going to stop and then all of the sudden the pressure build and it stops pretty abruptly. Could I have a vaccum leak? What about the booster? Any and all help is appreciated.

I would guess it is a vacuum booster problem. I have looked in the Toyota manuals, nothing. Also checked Honda and Nissan manuals that I have, still nothing. Google search, nothing good. Did find some brake troubleshooting articles. I'll keep poking around, let you know if I find anything.
