99' 4runner V6 cold start rpms

Our 4runner spit out a sparkplug stripping out the threads. I took it into a local shop (not a dealer) and they drilled it out and put a helicoil in fixing the problem. While it was there I had them change plug wires, all belts (including timing), water pump, fuel filter, pcv valve, and thermostat.
Since we have got the 4 runner back the cold start is much different than it was. Before when you would cold start it the rpms would go up much higher at the initial start. Now it starts much quieter without the jump in rpms. Almost like it starts at a idle. Any help would be greatly appreciated.

does it run any different than before when your driving if not then your fine its probly just the electronic choke not working which really doesnt matter

Once its running everything seems to be the same. Now that it is getting colder here it almost dies right after it fires on a cold start. It sounds like it is missing a burst of fuel on cold start that was there before. My fear is that when it gets even colder it may not start.
