97 Gas Gauge Issue

97 Gas Gauge Issue
Yes I searched...most talked about the 99-00 gauge issue.
My issue is when I am braking, the gas gauge needle goes down, then when I stop, it very slowly does back up. Is this the gauge or the sending unit? I checked the tank and there is no damage to it.
Any info is appreciated.
