can't program remote

I'm a newbie 4runner owner, and this is the first time I've posted, but I need help programming my keyless entry for a 1999 4runner limited. I bought the car used, so I have no reference of what the old remote looked like.

I've followed the directions that Noli posted above, and the car responds (by locking and unlocking after step 5 of Noli's progamming), but nothing after I press buttons on the remote.

I bought the remote off ebay (FCC ID: HYQ1512Y), and the seller says that it's good, and it is advertised for a 1999 4runner. The remote is black with the toyota emblem, made by Denso, and has 3 keys + panic on the back.

What could be wrong? Could the sensor/brain be broken? Or have I been doing something wrong.
