Before you go and get a lift I think I'd get tires and a Aussie first. But that's just me.
I only lifted my runner because the rear was really bad and I get a killer deal on LC coils and a pan hard bar. I only had 1.5 clearance with 33's no I have like 5 with 35's. But that's another story.
So the long of the short is.
1. tires
2. locker
3. Armor
4. the lift
Remember depending on what tire your going to run daily you may want to gear before you lock it.

This is just me...not saying I'm right by any stretch of the imagination.

true lumpy but with how cheap the kit is and how the tires he want are a dime a dozen on craigslist it seems like it would be easier to do that first. and also i think he said he has never been wheeling so he might not wanna make a wheeling truck just yet. lol

get some good 31's on there 1st....strip those damn wheels and paint them black.
there.
then if you are saggy in the rear......fix it.

Alright sounds good.
Yeah that's probably a good idea as the stock 4Runners do sit fairly high. Now, my rear is pretty saggy. How can I lift that back up? Add a leaf or the ZUK mod?
I have been wheeling but nothing too serious.
My rear is mega saggy but i think if i just do the ZUK mod or add a leaf then won't it pick up the rear end?
My opinion is that Stock ride height is not bad...you can run 31's with no issue and 33's with a lil rub, depending on the rear sag. I can run 33's on my pickup and its stock height and SR5 rims off my runner.

anyway.....get the tires 1st (my opinion).....it will show you then what kind of sag you really have.
the 4runners have the obligatory sag.......i know theres ways to deal with it, just not sure if add-a-leaf is the smartest or dumbest, or simplest or hardest way to deal with it ....just have not read up on it.
new tires will change the way you feel about your truck as a whole and like i said, will be an objective starting point for your improvements since you will be able to see touch and taste (you know you will taste your tires, all the cool kids do it) and determine what your next move is.....maybe your shocks are shot.......get 4 new ones.......that's not a modification and no harm done in doing it and no bad can come of it.

I might actually give these a try. I wonder if there are any drawbacks to using them off-road though. I don't really wanna snap a leaf spring.
