Yes, that's factory vibration dampening. Feels like the wax they used to seal letters with in the old days, only harder.
After rust repair, just replace with Lowes Peel and Seal. If expecting truck to get flooded, just good bed liner. Then anti-fatigue mat to insulate from soind and heat. Cut to shape for easy removal for quick rinse and dry

I would at least coat it in POR-15 until you can get to cutting and welding in a new section.

I was thinking just fluid film. But I'm not going to be driving it and it sits in the garage so it should be okay til spring. Por15 is too spendy until I'm done and ready to coat it. But I plan on using it!

Anything to prevent it from spreading. Usually when I pick up a new project and find rust I will wire brush what I can then paint over it (even primer works) just so it will stop or slow it from getting any worse unil the weather warms up. Clean truck though it looks very clean.

I have used Permatex rust converter on wind rash that exposed metal on my truck. Did not even paint over it but rust had not progressed.

I think that's the stuff I used on the other 82 I did rust work on! Does it turn black? Is it likes white liquid that turns solid if you accidentally get rust flakes in it?
that stuff is great if so. I will get it.

I am old enough to admit my limitations but young enough to try most anything.
I fixed my last 82 up pretty decent with all the things I plan for this truck. Did body work and then fixed it after busting it up but welding I have never done so that's my only issue.

here are a few pics of my last 82 before and after.

The day I bought it. In 2008.
truck needed hood and both fenders, a new core support, radiator, fan, fan clutch, distributor and dist. Drive gear among other little things. I did most of it except weld in the core support. Then re did the body and paint etc.

needed grill, bumper bumper end caps headlight and surround etc. This was before it was done.

Yes, Permatex Rust Treatment, the one that turns black when it touches metal. Make sure to get one for exterior finish.

when I used it I don't recall it being only for exterior finish though? It was in a small bottle, milky white consistency.

This site (https://www.permatex.com/products/sp...ust-treatment/) says, "For Automotive Applications (NOT RECOMMENDED FOR AUTOMOTIVE EXTERIOR SHEETMETAL REPAIRS) ". As afar as I know, the one I got worked.
