Wow. Bad rust, but there should a a good solution.
Yes, that's factory vibration dampening. Feels like the wax they used to seal letters with in the old days, only harder.
After rust repair, just replace with Lowes Peel and Seal. If expecting truck to get flooded, just good bed liner. Then anti-fatigue mat to insulate from soind and heat. Cut to shape for easy removal for quick rinse and dry

I was thinking just fluid film. But I'm not going to be driving it and it sits in the garage so it should be okay til spring. Por15 is too spendy until I'm done and ready to coat it. But I plan on using it!

Anything to prevent it from spreading. Usually when I pick up a new project and find rust I will wire brush what I can then paint over it (even primer works) just so it will stop or slow it from getting any worse unil the weather warms up. Clean truck though it looks very clean.

I fixed my last 82 up pretty decent with all the things I plan for this truck. Did body work and then fixed it after busting it up but welding I have never done so that's my only issue.
here are a few pics of my last 82 before and after.
The day I bought it. In 2008.
truck needed hood and both fenders, a new core support, radiator, fan, fan clutch, distributor and dist. Drive gear among other little things. I did most of it except weld in the core support. Then re did the body and paint etc.
