these wont work on 2nd gens will they... OBDII didnt come out till 97 correct?

All cars and light trucks built and sold in the United States after January 1, 1996 were required to be OBD II equipped. In general, this means all 1996 model year cars and light trucks are compliant, even if built in late 1995.
Two factors will show if your vehicle is definitely OBD II equipped:
1) There will be an OBD II connector as shown below, and
2) There will be a note on a sticker or nameplate under the hood: "OBD II compliant".

Aren't there different "flavors" of the OBD II that may prevent Tofer from being able to use it? I thought that this was touched on in another thread, but I can't seem to find it. Or am I way off in left field?
I'm just trying to make sure that you don't get the thing and find out your connector is different

Flavor wise, I hit on that at the top of this thread. OBD II is an electrical/ connector/data spec, there are various protocols that are used to communicate on the hardware to get the data from the ECU to the outside world.
