Question about car wheel having part of car rim sticking out beyond fender line?

Hi, all! This question is about the stability of the wheel rim (resilience to fracture/breaking) under the following circumstances:
1> When there is say 4-5 cm sticking out of the fender line(fender line drawn from front to back of car), ie when we look at the car from the top the rim has about 5 cm sticking out! If the lug patter is say 11.5 cm 5 bolt type, then increase
the dia of the central bolt areas' dia to say 20 cm (for example! in a 16 inch dia rim).
2> This bigger area sticks out by 5cm from fender line, viewed from front to back.

What are stability considerations for such a car rim which would resemble a truck dually rim, which has a part sticking out? Would making dual phase steel thickness: 6-8 mm make it a feasible design, and make the rim, roadworthy.

Thea idea is to use the truck dually rim design to a car, what thickness dual phase steel (approximate) would make such a design feasible, thanks,
