I recently had a stage 1 Pro Comp 4" IFS lift installed on my '89 pickup with 31x10.5 tires. I have stock ugly rims. My problem is that the tires are about 1/4" away from rubbing the suspension arms (don't know the exact terminology) and the tires are actually slightly rubbing on the steering bars (once again, don't know the exact terminology).

I have tried to search Google and the forms here but I can't find anything related to this. I have heard that I need different rims with a different backspace or whatever but I want to know if this is normal, or is there a problem with the lift. What size rims do I need and how do I know if they have the right bolt pattern. As you can tell I know nothing about all of this.

Yep, most of the bracket lift kits need 3-3/4" backspacing or less to let the tire clear the upper control arm. Your lift kit should include that information in the documentation that came with it. You could install a small wheel spacer or get new wheels with less backspacing:
