Anyone have any spring under axle advise?

I am slowly building up my future work truck 92 4runner and am doing my best to keep it at a low 19"-21" frame height, but getting my 3" TG down to that level is not proving to be a simple job.

I have my rear where i want it with chev 63" springs with overloads on it, and with about 300 lbs of tools in the back i am sittin at 20" frame height in the rear. The front is still too high at 23".

My two options are chop the front frame crossmember and french the front spring hanger to lower the front about 1.5"...
Or...
Go spring under axle, reassemble my 3" TG front springs, and start turning things upside-down?

Spring under: lOok at a land cruiser.
Have you considered the tie rod clearance to oil pan issue?

French the front hanger or pull springs
