Mysterious Red Switch

Mysterious Red Switch

Hey guys.
I was exploring my new 4runner sport sr5 today, when I ran upon a red toggle switch. I reached behind it to find some wires that didn't run anywhere, so I turned the car on, took my multimeter and toggled the switch on, and I got on voltage. What exactly is this toggle switch for. I looked on the internet, and the owner's manual, and the only thing I can come up with is a valet switch, but then why doesn't it have any power running to it. i would like to tap this for my CB radio if possible.


Is this possible, and what is the red switch designed to do.

PS:
The toggle switch is below the steering column down by the pedals. My friends 4runner had a box over the red switch.

a pic would help i would run the cb right to the battery with a fuse

probably was a previous owner's addition and pulled the accessory it ran before he/she sold the truck.
