bright lights= no lights

well it started doin this about two months ago. when im driving at night with the lights on, and i push the switch forward fro bright lights, the lights turn completely off. but when i pull the switch back to me all the way, you kno, teh postition where you have to hold it in order fro the brights to work, they do work. at first i could turn the brights on and they wouildnt work, then i could turn them off, then back on and they worked. do i just have a bad switch or a short or what?
