03 camry starter relay

my mom drove her camry to work today and on break it wouldn't start. i went and checked it out and the battery tested fine, the fuses were fine and when i got in the car and turned the key to accessory and tried the lights the radio would turn off and on. the sunroof buttons worked backwards and the dash lights were all wacked out. later i turned the key to try and start it and i noticed a buzz noise in the fuse block. it was the starter relay, so i decided that was probably the problem, but would that cause all the other electrical problems if it was bad.

Could be a similar wiring issue as in the earlier vehicles:

Basically the starter relay is powered from the ignition switch as is the power it switches.
