Need something to paint over rust

Need something to paint over rust
The nice paint that I spent so much time applying to my sliders is flaking off. So, I need something that I can preferably brush on that will cover rust and paint.
I seem to recall something that would do this, but I can't remember what it is. I searched, but it seems there are a lot of rusty rigs on this board and the majority of the results pertained to rusted bolts.
I really don't want to spend a lot of money since the reason they are rusting is because I comprimised the paint on a rock. Consequently, water and moisture got under it and it's slowly chipping away. I lost a huge chunk yesterday.
Any suggestions would be greatly appreciated!
