Stated in a link found through expo
Downey Off Road Mfg. ceased operation on July 31, 2009.
There are ongoing negotiations with six different well known companies who are interested in continuing major portions of the Downey product line. You will no doubt find Downey products at one or more of those companies in the near future. We thank your for being a part of our 39 year history.

They made a good product, but they were proud of it (somewhat pricey). But its a shame that they are going out of buisiness. Thats one less company us toyota guys can get stuff from!

The above is local to me, and owner Stan and Jim from Downey go way way back.
In fact Stan use to make the early Downey headers from what he told me years ago when I had them put a Tri-Yi header of theirs on my '90 Extracab with the 22RE.
Stan should be able to fix you up with one.
They also did the exhaust on my '91 4Runner.
