89 wont start with fuel line connected.

Okay, I know theres a whole break down on how a carb works, And I could rebuild this or replace a weber. But I feel like Im either missing something simple or theres a serious issue.

22r 89 toyota pickup

It wont start, vehicle cold, I spray starter fluid and it will putter and die.
I disconnect the fuel pump to see if its pumping gas (yes) now the truck starts right up.
So I tried again this moring, its about 80F and the truck cranks and wont start. disconnect fuel line, and it fires right up....

Once trucks warm its fine.... but chokes just adjust air right? less air when its cold.... buy why is less fuel what I need, and anyone know whats wrong with it?

was the fuel injectors the issue ?

Well it's a carb, but I never figured out the issue. Just put a new webber on it.
