2010 4-runner exhaust tip.

2010 4-runner exhaust tip.
I am trying to install an exhaust tip and it will not tighten down, even with the spacers provided..What am I doing wrong ? It seemed like a simple tasks, but...I would appreciate any help. They gave me part # PT932-89100. Thanks in advance.
