torsion bar replacement minimum setting?

torsion bar replacement minimum setting?
I am in the process of replacing my torsion bars with a used set of Sway Away (red) bars measuring 24mm. I want to run these relaxed and have never replaced torsion bars before. How will I know when I have the adjusting nuts tight enough without cranking in lift? Thanks
