Exclamation Speedometer

I have a 1996 Toyota Tacoma and it runs alright, but seems to not have any power. Even though it's a 4 cyl it should have more. I changed, plus wires, and distributor cap. Had the cat and muffler checked. Still not a lot of power. It has a check engine light on for the speedometer. I pulled the cluster and the cable is completely missing.... They guy at the toyota dealership told me that could cause the truck to run bad. Is that true??? I need to figure something out with it. All this work and still no progress...

Any help, hints, ideas, or input is GREATLY appreciated.

Check Fuel pressure and Do a compression test on all cylinders. Also check ignition timing and make sure you do it the right way, On my 85 you have to jump 2 ports to get a proper reading (this disables any timing advance to get base timing)
