When you see advertized shocks that say something like 2" lift with 9" of travel, for example.

does that mean that if you install those shocks, I will get 2 more inches of lift? Or do they have to be installed with other components to get the lift and travel?

 

In this particular case (your link that you posted) it means that these are 2" diameter shocks.
Has nothing to do with the lift.

Shocks, virtually never, provide lift.
Springs lift, shocks dampen movement and control the rate of weight transfer.

That's what i was thinking. Or it can be used for vehicles with 2" of lift or less. Something like that..

 

That's correct, 2" of lift over stock height.
Just be careful if you have less than 2" of suspension lift as the shocks may be too long and will overcompress (bottom out) that they're not too many things that will kill a shock quicker than that.
