Question

This may seem like a dumb question to some. Anyway, I drive a 94 pick up. There is this cylinder shaped tank type of thing next to my air condenser. Anyway the metal tubing coming from it is severed. Does anyone know what this "tank" is??

It sounds like you are describing the Drier for the A/C. Since I assume that you don't have functioning air, you will have to replace the drier and the tubing parts, along with some new seals, then get the system vacuum tested and refilled (provided nothing else is wrong).
