not able to time to 5 deg btdc

i have an 89 22re and had to have it rebuilt.I got along block from a trusted shop and installed it my self.I used the old dist, and now it will not adjust to 5 degr, btdc as requested in the book. i have tried moving the dist, 1 tooth in both directions and it will not even start. I am jumping the te1 and e1 terminals. the shop that built the motor has had this happen before but can not remimber what they did to fix it. I am at a lost. Please any thing at this time would be helpful.

Does the position of the timing marks CHANGE when you jump te1/e1? Or, does it remain at 10-15 degrees BTC, whether it's jumpered or not?

If that's the case, the TPS is the likely culprit.

If its not the timing chain , i'd double check and make sure the dist from your engine is the same year as the block you installed.

You may have to adjust the tps check the lower two terminals with a ohm meter check resistance across the terminals as soon as you move the throttle it should change to wide open. loosen the two screws and adjust accordingly this is the idle switch in the tps if the computer thinks your foot is on the gas it wont drop down to base timing.
