no power to fuel pump

hello everyone, im new to Toyotas, I have a 1990 22re 4x4. on my way home it died at a red light, I noticed I couldn't hear the fuel pump kick on,
I jumped the B+ to the Fp and it didn't come on, I bought a new efi relay it didn't help, I dropped the tank and ran power to the Fp and the pump runs.
I also checked the circuit open relay and it checked out good, I then checked the voltage at the B+ terminal in the diagnostic box, no power there, also no power at the efi fuse in the box under the hood, I ran a wire from the battery straight to the Fp terminal and it ran, so I ran a hot wire from the battery to the fp terminal and another wire from the battery to the efi fuse, when I do this the truck will start.any ideas?
