Newbie with problems and questions

First allow me to preface that I know very little about how cars work. I'm an electrical engineer by trade not a mechanic. Recently I purchased this 1983 Toyota pickup and after a week of regular driving problems are starting to come up and I'd like to try and learn how to fix them myself but I'm starting with zero knowledge on engines. My hope is this truck and its famed reliability will be my new daily driver.

Firstly this engine was claimed to be rebuilt by the previous owner who disconnected a majority of the emissions control from California. And I don't think he did it all right.

The truck itself has two major mechanical problems and one electrical problem.

The two mechanical problems are fuel is leaking from this device circled in blue and pictured here.

I don't know what it is or where to begin.

Lastly it spits out of the carb when driving at a steady speed letting off the throttle.

There was also this hole that looked like on stock engines it was supposed to attach to the air intake. Is that true? What is this hole for? Its circled in yellow and pictured here.

I look forward to your answers and will have many stupid questions that follow.

In the blue looks like a fuel pressure regulator, I’m not sure about the yellow one though

a hanyes or chilton manual will help a lot and are cheap

The thing circled in blue is your fuel pump. You need to replace it if it is leaking fuel.

That hole is part of the Positive Crankcase Ventilation (PCV) system it is normally connected to the air cleaner housing, which you do not have. I would at least put one of those aftermarket PCV filters on that port to keep contaminants out. The best option would be to find a factory air cleaner housing.
