Umm, I see a brake master cylinder and a clutch reservoir... so you don't have a "kickdown cable" I would guess that you have cruise control. I don't remember seeing one like this, kinda looks aftermarket is this a stock cruise actuator?
Could you please post what vehicle you are referring to? does your name suggest that this is a 91 4runner? or is this on a Hummer?

Oh, and that bare wire laying on your coil might be a problem!

Ok first off, you don't have a kickdown cable. The A340 has a line pressure cable which has no effect on the gear choosen by the ECT computer, it only effects the fluid pressure applied to the clutch(es)..

Secondly that's not a Toyota cruise actuator that I've ever seen..

I thought we answered your question already, #1 you don't have a kickdown cable, because it is a manual transmission .
#2 that item you circled is not a stock Toyota part but it looks like a cruise control module which would be connected to your throttle body

Yep. Seeing that you have a clutch master cylinder, you must have a manual transmission which means you do not have a kick-down cable.

Akwheeler is right. That thing circled is definitely not a factory Toyota part and was added by someone else in the past. It does appear to be an aftermarket cruise control unit. You might be seeing a cruise control actuator cable.

Are you having a problem with your 4Runner? I am just curious.

The best advice sucks. Get it back to stock and sort out the BS wiring. You will have to do it at some point, and standing on the side of the road is not my favorite place to troubleshoot electrical...
