Name that part...

So I have begun trying to get my parts truck running. She hasn't run for over a year. After cleaning up connections and getting her jump started she is alive but barely. I am pretty sure she is way out of time won't idle running really ruff and such. The distributor is all the way back.

But in the mean time I find this ˟˟˟˟˟. Both tubes were rtved in and poorly at that. I know this isn't my only problem but might as well start somewhere. So what do I call this and where is the best place to source one. Parts yard?/ buy new from toyotaparts website? All help is appreciated.

I'll take a stab and guess some type of power steering assist? Depending on engine vacuum(RPMs), it will allow easier steering at slow speeds and stiffer steering at highway speeds. Honda has had it for years, and my 3rz has it. Just a guess though, since I can't see where it goes.
