Tear it down, inspect the cylinders ovalization, the bearings for wear, and pistons for damage. Best motor wins a rebuild.

Id say depends on how much of a rebuild as well. Full rebuild or partial? But usually best condition overall for win.

Inside and outside micrometers in several sizes to start, and a good bit of practice in using them, in order to get measurements that are near correct. Then too, an examination for cracks and other defects. Decent measuring tools alone would cost several hundred dollars. (hint--- Chinese is not the way to go)
After dissassembly, I would pick an engine by gut intuition and send it to a machine shop I trust, and get their opinion of its condition and what machine work would be necessary to make the block, crank, and head good.
If they give the thumbs-down, I'd send them another one.
