Check your wires that the fuses go to or run from. I had this problem with my taillight fuse. It would blow it like right as soon as I put it in or shortly after. One of the wires was exposed and grounding out.
Just check your wires is my bet

I just had this problem, my O2 sensor wires were touching my exhaust, and melted together causing it to short out, and somewhere along the lines blew my EFI fuse. 5 minuite fix with good old electrical tape!

Well I don`t have the manual for the 89 but do have the one for 88 which should be close
:jessica: The EFI fuse powers the ECU, Circuit opening relay, Air Flow Meter, VSV, and Oxygen Sensor.
Pretty much could be a short any place fuel pump wires pump itself.
Get the Meter and start checking.

i have and 85 22re p/u i just bought, not running. i am getting some fuel to the fuel rail but the efi fuse keeps blowing. ive checked the maf and 02 sensors. it will run with starting fluid. could the fuel pump still send some gas if it is shorted out and maybe it just doesnt have enough pressure?
