engine light not giving codes

engine light not giving codes
for some reason no matter what i use as a jumper I can not get my 94 to flash the codes. The light just stays solid. I tried a piece of wire and I tried this piece that had metal probes on each end and got nothing. I did everything that was in the manual to check it but is there some kind of trick im missing?
btw I was using the 2nd pin back from the firewall on the 2nd row and the 3rd pin back on the 3rd row

A paper clip works great! Make sure its connections E1 and TE1.
